1,500 mihon issued.  Much fewer in number than the 65,000 mihon issued for the next Scout stamp 15 years later.

Stamp design by Masaru Kimura, based on a photo of U. S. Scout George Russell in the Boy Scouts of America's "Field Book".  Scoutmaster William "Green Bar Bill" Hillcourt, an author of the "Field Book," took photos of Scouts in his troop in Mendham, NJ for use in the book.  The source has been confirmed by Japanese officials.  The face on the stamp has been slightly orientalized, but otherwise pose, lines and shadowing are exactly the same as in the photograph.
