In April 1932, Romania granted free franking privileges to the O.E.T.R. Straja Tarii organization for boys of which Scouting was a part.  The first cover of October 23, 1932 shows the early use of this service by Comandamentul Cohortei Ioan Costin at Baia-Sprie Judisatu Mare with the use of multiple impressions of the Baiasprie Scout Emblem handstamp.  The reverse contains an additional 5 strikes of handstamp and a Cluj receiver on Oct. 28.  By May 24, 1935, the directive permitting the O.E.T.R. Cercetasele Si Cercetasii to use the free franking is printed on the card with an impression of the Scout Logo handstamp authorizing its use applied as franking, canceled at Cerauti mailed to Loco.
