This final example of October 1936 illustrates the present practice of documenting the use of free franking in the location where postage would have been expected.  Comandamentul Marei Legiuni a Cercetasilor authorized the use of this letter to Loco, Romania.  With Bucharest transit mark on reverse of Oct. 31.
