Panama issued a Postal Tax stamp set to raise funds for youth rehabilitation on February 7, 1964. Half of the 10 stamps of common design [#RA52-61] featured Girl Scouts in uniform, the other half of the set featured Boy Scouts in uniform. Commemorative first day covers were made for this issue.
Panama issued a Postal Tax set to benefit the "Children's Village" orphanage on November 1, 1982. One of the 2 cent souvenir sheets from this set pictured Boy Scouts camping. The sheet was issued imperforate only.
Panama issued a Postal Tax stamp set for the benefit of "Children's City" on November 1, 1984. One of the stamps [#RA106] included a Cub Scout. This was a compulsory tax stamp used on all mail from November 1 - December 31, 1984. Three million stamps were printed.
The souvenir sheet for this set also included a Boy Scout [#RA107]. It was issued imperforate only. 600,000 S/S were printed.
