Romania held a Boy Scout Exhibition in 1931 at Bucuresti. A set of six stamps were issued, with the surcharge assisted in funding the exhibition.
Romania was a kingdom until World War II. Romania's King Carol II was a great Boy Scout enthusiast. An image of the king is included in almost every Scout or surtax issue benefiting Straja Tarii, the national youth organization which included Scouting. He is depicted at the far right in this set.
