The "Classic" Scout stamp issues are those issued from the very beginning of the Scouting Movement during the siege of Mafeking in 1900 to the beginning of World War II in Europe. Between World War I and II, several governments used postage stamps to encourage the growth of Scouting and to raise funds with surcharges for youth organizations.
