This is a recently printed commemorative cachet on an original FDC for #995 by Steve Todd, who goes by the trade name "Webcraft."  Webcraft is marketing these on eBay.  He explains...

I produce first day covers and event covers for current issues, and I also put cachets on older uncacheted first day covers.  I always identify these as inkjet cachets to alert a potential buyer that where the cover predates inkjet printer technology, the cachet was added later.  The item in question (below) is such a cover.  The cachet was added sometime in the last year.
