This three stamp issue honored the V World Scout Jamboree hosted by the Netherlands at Vogelenzang ("Bird's Song") in the western part of the country near the North Sea. These were the first Scout stamps with a large scale distribution numbering in the millions versus thousands.

The set consists of three stamps: 1½ cent value (printed meter), 6 cents value (inland mail) and 12½ cents value (foreign mail). The third stamp shows the Hermes of Praxitales. Symbolically, Hermes was the "pathfinder to unknown places, he who was always ready to help others." A dated reminder that the stamps had limited validity is printed under the main design.
